Councilmember Richard Rush has been a strong advocate for environmental protection, transit, and smart land use policies throughout his term in office.  He is a strong proponent of low impact development and policies that encourage water conservation.  When the city created a Transportation Benefit District, Rush successfully introduced and won approval for 10% of the funds to go to pedestrian infrastructure.  He also is currently helping the effort to develop a “Complete Streets Plan” for the City.  Rush has served four years on the Spokane Transit Authority Board and is involved with the planning of the first installment of the “Central City Line” providing enhanced bus, trolley, or streetcar service in the urban core.
