Kaplan has a strong understanding of transportation issues affecting Des Moines, and currently serves as Chair of Des Moines’ Public Safety and Transportation Committee and their Transportation Benefit District. Kaplan is uniquely qualified, coming out of a political and business background, having worked as a research and policy analyst with the Washington State Senate, as a fiscal and budget analyst in both public and private industry and in a variety of roles in elective politics.
