POSSIBLE HOUSE FLOOR ACTION
ESHB 3181: The Clean Water Act of 2010 funding cleanup of water pollution and other programs necessary for the health and well-being of Washington citizens through an increase in the hazardous substance tax.
POSITION: SUPPORT SPRINGER-NELSON STRIKER
- The Springer-Nelson striker incorporates a number of compromise elements, including an export tax credit (sought by the oil companies) and a rebate for the trucking industry. By increasing the existing tax on hazardous substances by .85%, the striker would raise between $80 and $100 million for clean water, local governments and jobs across the state.
- This bill is a substantial win for clean water and local economies. It delivers on the promise of creating good paying jobs across the state at a time when our communities need them most. The export tax credit provision ensures that no refinery workers can lose their jobs as a direct result of this legislation and addresses the #1 concern of these workers.
- This bill is the highest priority for local governments.
- We also support the Upthegrove amendment which would cap direct payments by air carriers.
